14: A CHARTER FOR WORLD GOVERNMENT
At the time when a majority of the worlds political regimes agree that it is in their mutual self-interest to transform such international institutions for government as may already exist, into something more specifically organised for the purposes of world government - such as the United Nations Organisation of today - it will then be necessary to determine the precise format for the new institutions, and the constitution under which it should operate. A special committee will be created to advise the assembled ambassadors on the implications of all the possible choices, with particular recommendations concerning the form that they should choose, and we should anticipate that there will then ensue global elections to determine whom should represent each region. The very first of the tasks for them to undertake would be the compilation, and signing, of a Charter for World Government, which will then serve as the authority by which all subsequent decisions may be enacted into law. I am suggesting that this charter might read as follows.
We the representatives of the political regions on this planet, willingly establish the authority of The Assembly of Equals to determine and enact the rules by which our individual societies shall relate to one another in a spirit of economic and cultural co-operation and encouragement, and the methods by which these decisions shall be enforced. These powers are offered in the expectation that the aforesaid Assembly shall protect and promote the best interests of the individuals thus governed, with a view to enabling them to correlate with one another in self-esteem and the attainment of peace of mind. They shall be listed as follows.
The Assembly will debate and openly establish the values that should underlie the workings of World Government, on the matter of which goals should be given priority over others, within the provision of assistance to attain such ends.
The Assembly shall at all times respect the unique quality of all individuals, and the differences in character between them, in respect for the principles of Individualism.
The Assembly shall at all times respect the differences in culture between regions, without intruding upon their right to stand in control of their own quality of life.
The Assembly shall create and then facilitate the operation of global communication, so as to create a universal cultural umbrella beneath which the individual regions of this planet may discover, and retain, their own strictly personal conception of identity.
The Assembly shall bear in mind, and propagate where possible, the emergence of a fair world society.
The Assembly shall assume a readiness for extra-terrestrial civilisations to make contact with our own, in preparation for the creation of a galactic society, which recognises the ultimate unity of this universe, and is prepared to revere that unity as being of supreme importance to each individuals innermost nature.
Once this charter has been signed by the representatives from all (or at least a two-thirds majority) of the regions on this planet, the next essential task will be the reorganisation of the worlds political infra-structure.
